According to the "Notice on Holding the 2023 Xi'an High Live Dealer Games Cultivation Competition and the Second Qin Chuangyuan High Live Dealer Games Competition Xi'an Branch" (Xi'an Municipal Supervision and Administration Bureau [2023] 24), we are now soliciting authorized high-value patents from the secondary courts to participate. The specific requirements are as follows:

3. Participation requirements
(1) Entry project requirements
1. The participating projects are innovative and entrepreneurial patented projects that have been newly introduced to the Live Dealer Games or are in the early stages of product launch in the city in the past three years (since January 1, 2020).
2. The patents of the participating projects must include all patent portfolios that can effectively protect the key technologies and innovative achievements of the participating projects, and there should be at least one patentA valid invention patent has been authorized.
3. The participating projects focus on new generation information technology, new energy, new materials, Live Dealer Games-end equipment, automobile industry and other fields.
4. Projects with the following conditions are not allowed to participate in the competition:
(1) Items with disputed patent ownership;
(2) Projects that have won national and provincial patent awards;
(3) Projects that have participated in the previous Qin Gao Competition and West Gao Competition and won awards;
(4) Projects with abnormal patents;
(2) Requirements for participating teams
1. The participating teams shall be registered by the patentee of the core patent of the project as the participating subject. Participating entities can form a team with relevant cooperation agencies, intellectual property service agencies, etc. to participate.
2. If the core patent of the participating project has multiple patent holders, the participating entity should obtain the written consent of the other rights holders.
3. Participating team members may include registered employees of the participating entities and registered employees of service agencies. If there are any changes to team members after registration, they must be replaced with the approval of the competition organizing committee.
4. Intellectual property service agencies cannot participate as independent entities. You can participate jointly with innovative entities (patentees).
5. The same participating entity (an enterprise including its subsidiaries) can submit up to three projects to participate. Intellectual property service agencies as joint participating units are not subject to restrictions on the number of entries.
6. All employees of participating service agencies are not allowed to serve as judges and staff of the competition.
5. Schedule
(1) Start-up phase (Time: mid-March 2023)
The competition organizing committee issued a notice to publicize and promote the city's university scientific research institutes, technology companies and teams, service agencies, etc. through new Internet media, relevant paper media and other channels.
(2) Registration and qualification review (Time: mid-March 2023-April 6, 2023)
Open the backend registration system and consultation hotline to answer specific questions about the event, and simultaneously review the qualifications of the registered entries.
(3) Preliminary Round (Time: April 7-April 10, 2023)
The preliminary round is mainly divided into two stages. The details are as follows:
1. The first stage (60 before evaluation) elimination competition adopts the form of "technical screening analysis + project evaluation analysis + expert review", and 60 projects will be selected from all registered projects that meet the conditions to enter the Live Dealer Games stage.
2. The Live Dealer Games stage (pre-evaluation 32) will be carried out in the form of "expert review + online voting". The full score for this stage is 100 points, which mainly includes: 90 points for expert review and 10 points for online voting.
(4) Semi-finals (Top 16) (Time: April 13, 2023-April 14, 2023)
This competition schedule adopts the mode of "project roadshow + defense interaction + judges' scoring".
1. Project roadshow: focus on displaying and explaining the technical solutions and products of the participating projects, elaborating on their technological advancement, competitiveness, commercial scale, execution team and supporting resource support, etc.;
2. Defense interaction: The judges will interact with the participating teams. First, the judges will ask questions about the technology, Live Dealer Games, strategy and other contents of the road show project, and the participants of the road show project will answer the questions;
3. Judges’ scoring: Based on the answers of the participating teams and the actual situation of the project, the experts will give the final score, and 16 outstanding projects will be selected to enter the finals based on the scores.
(5) Finals (Top 9) and Award Ceremony (Time: end of April to early May 2023)
This competition is mainly carried out in the mode of "project roadshow + technical analysis and evaluation + Q&A + expert scoring".
1. Project roadshow: focusing on the technological advancement, Live Dealer Games competitiveness, strategic planning, layout, etc. of the participating projects;
2. Analysis and evaluation: From the perspective of patent technology, the technological advancement, technological maturity, technological development trend, competitor situation, Live Dealer Games size and share, patent layout, and drafting quality of the project’s deployed patents of the participating projects Conduct in-depth analysis and issue analysis reports in other aspects to provide reference basis for expert review.
3. Q&A and scoring: Experts comprehensively analyze and evaluate the patent technology and the participating teams’ performance in the project introduction and Q&A sessions. Each project will be given a certain score, and ranked according to the score, and the first, Live Dealer Games and third place will be determined respectively. List of winning projects, the 10th to 16th place will be awarded the Excellence Award.
After the finals, an award ceremony will be held and the "Excellent Organization Award" will be awarded. The Outstanding Organization Award is established for each district and county bureau (development zone bureau) to commend participating enterprises and district and county bureaus that have won more awards.
6. Participation rewards
The competition final prizes are set as follows:
First prize: 1, trophy, certificate, cash reward of 100,000 yuan;
Live Dealer Games prize: 3, trophy, certificate, cash reward of 50,000 yuan;
Third prize: 5, trophy, certificate, 30,000 yuan cash reward;
Excellence Awards: 7, awarded trophies and certificates.
The competition also provides the following support and services to the winning projects:
1. Provide achievement transfer and transformation consulting and docking services;
2. Organize venture capital institutions and funds to provide equity investment docking services;
3. Organize parks and incubators to provide policy support for innovation and entrepreneurship;
4. Organize financial institutions to provide financial services such as pledge financing.
7. Registration Matters
