According to the work points and relevant requirements of the Provincial Party Committee Education Working Committee and the Provincial Department of Education in 2022, the relevant matters regarding the application for the 2022 scientific bet365 plan project of the Shaanxi Provincial Department of Education are now notified as follows:
1. Project Categories and Funding Focus

2. Declaration quantity and requirements
(1) General special projects: Application quotas are implemented for general special projects. Each university organizes reviews according to the allocated number of applications, recommends the best, and lists the order of recommendation.
(2) Key projects: Applications are organized by the scientific bet365 platform according to the development plan. In principle, each scientific bet365 platform can apply for up to 5 projects. The school will recommend the best and list the order of recommendation. Key laboratories listed before 2010 will no longer be supported, and schools with key project completion rates below 70% will have their qualifications suspended for this year.
(3) Special projects serving local areas: Universities with a completion rate of less than 70% for such projects are suspended from applying for this year. There is no limit to the number of applications for other universities. Applications are made by individuals and recommended by the school.
(4) Youth Innovation Team Project: In principle, each team applies for one project, and the team organizes the application. The school recommends the best, and the Provincial Department of Education determines the project plan after approval.
3. Application conditions and requirements
(1) Application projects must comply with relevant confidentiality regulations and academic ethics requirements.
(2) The Provincial Department of Education’s scientific bet365 plan project mainly supports the training of young teachers and scientific researchers. Project applicants must meet the following requirements as of December 31, 2021:
Applicants for general special projects must be younger than 35 years old; applicants for key bet365 projects, special local service projects and youth innovation team projects must be younger than 45 years old.
(3) In principle, the applied project should be funded by the school's scientific bet365 fund, have a good bet365 foundation, clear bet365 ideas, reasonable personnel composition, scientific bet365 methods, and promising future output.
(4) The first three people in the project team responsible for the scientific bet365 plan project of the Provincial Department of Education and the person in charge of the project that has been withdrawn (or terminated) shall not apply for the 2022 Provincial Department of Education scientific bet365 plan project.
(5) The project leader can only apply for one project at most this year, and the project team members can participate in no more than three projects at most.
(6) It is prohibited to apply for multiple projects of different categories for the same project, or apply for multiple projects established by other departments.
(7) All colleges and universities must carefully organize the project application work and do a good job in the preliminary review, novelty checking and screening of the projects applied for by their units. It is necessary to adhere to the original innovation, advancement and scientific nature, avoid repeated bet365 and low-level bet365, strictly control the quantity, improve the quality, and recommend the best.
(8) Anyone who violates relevant requirements and makes false declaration information will be disqualified from project establishment upon verification.
IV. Application time and material submission requirements
(1) The application for scientific bet365 plan projects of the Provincial Department of Education in 2022 uses the "Shaanxi Education and bet365 Integrated Management System" (login address: http://kygl.sneducloud.com/), and all application projects are submitted online.
(2) The project application time is from now until April 22, 2022
(3) Paper application materials. 1. One copy of the project application materials must be generated by the system.
3. 1 official letter of recommendation, including project announcement status.
(4) All application materials shall be submitted uniformly by each university. The Provincial Department of Education will not accept project applications submitted by individual teachers.
