Includes: general projects, key industry innovation chain projects, and international scientific and technological cooperation projects.
(2) Shaanxi Province Natural bet365 Basic Research Plan
Including: general projects, key projects, outstanding youth projects, enterprise joint fund projects (guidelines have been released separately).
(3) Shaanxi Province Technology Innovation Guidance Plan
Includes: scientific and technological achievements transformation plan, regional innovation capability guidance plan, post-subsidy for technology enterprise cultivation plan, post-subsidy for small and medium-sized enterprise R&D service platform (post-subsidy does not require project declaration, please see the attachment for specific procedures).
(4) Shaanxi Province Innovation Capacity Support Plan
Includes: soft bet365 research plan, scientific and technological innovation team plan, scientific and technological resource open sharing platform.
2. Application requirements
(1) Project application unit. Shaanxi Province has strong scientific research capabilities and conditions, standardized operation and management, and good scientific research integrity,Enterprises and institutions such as universities and scientific research institutes with independent legal person status (enterprises should have excellent qualifications and standardized financial management). If multiple units form an application team to apply jointly, a cooperation agreement should be signed in advance, clarifying the project lead unit and their respective division of tasks, and clarifying the time for signing the agreement.
(2) The person in charge of the project should be clearly identified for the applied project. The project leader should have the ability to lead and organize innovative research, have a good scientific research credit record, and relevant conditions must meet the requirements of specific guidelines.
1.In principle, the project leader should be the proposer of the main research ideas of the project and the scientific and technical personnel who actually preside over the research.
2.The project leader ensures that he will be employed during the project execution period and must ensure that he has enough time for project research.
3.The project leader should generally be an employee of the applying unit; if he is a part-time employee, he must provide valid proof of approval from the current unit and employment by the part-time unit, and submit it together with the project application materials.
4.Public servants of state agencies are not allowed to declare projects.
(3) Once a project is declared, in principle, the reporting unit and person in charge shall not be changed.
(4) Limitation requirements (excluding post-subsidy).
1.Each project leader can only apply for various bet365 and technology plan projects this year1项。
2.The person in charge of the project under research (without completion of acceptance) shall not apply for other provincial bet365 and technology plan projects except for outstanding youth, bet365 and technology innovation team plan, young bet365 and technology star, and enterprise joint fund;
If the project under research (not yet completed for acceptance) is an outstanding youth, bet365 and technology innovation team plan, or young bet365 and technology star, you can apply for other types of provincial bet365 and technology plan projects in addition to the category of projects under research.
3.Multiple declarations and repeated declarations are not allowed.(It is prohibited for the same project to apply for multiple provincial bet365 and technology plans of different categories at the same time, and it is prohibited to apply for the same project through multiple recommending units. Once verified, all project review and project qualifications will be canceled and included in the scientific research integrity blacklist)
(5) Integrity requirements. The project applicant unit, project participating units, project leaders and team members have a good integrity status, and there are no records of serious untrustworthy conduct in scientific research during the disciplinary execution period or credit "blacklist" records in related social fields.
The project applicant and the project leader must sign a scientific research integrity commitment letter when applying, and make a credit commitment to the authenticity and completeness of the materials. Project application units and participating units must strengthen the review and control of application materials to prevent exaggeration, falsehoods, and even fraud.

3. Application Procedure
The above-mentioned bet365 and technology plan projects (except post-subsidy) have all passed the "Shaanxi Province bet365 and Technology Business Integrated Service Information System" (ywgl.sstrc.com) Make paperless declaration online.
(1) The application and recommendation of projects should be completed within the specified time limit. Those exceeding the time limit will not be accepted.

The project leader should carefully read all the application requirements in this solicitation notice and the specific application guide, carefully select the type of plan to be applied for, and fill in and submit the application form and relevant supporting materials online.The application form submitted online will be used as the basis for formal review, project review, and contract signing in the future, and the target tasks and agreed requirements shall not be arbitrarily reduced。
(2) The project has been reviewed step by step by the reporting unit and recommending department (excluding direct reporting units),SubmitShaanxi Province bet365 and Technology Business Comprehensive Service Information System后, generate project application form (electronic application materials, with barcode and watermark). IV. Other matters
(1) Instructions for Recommended Departments
1.Districts and cities, Hancheng City bet365 and Technology Bureau, Yangling Demonstration Zone bet365 and Technology Innovation and Transformation Promotion Bureau, Xi'an, Baoji, Xianyang, Weinan, Yulin, Ankang High-tech Zone Management Committee, Xixian New District Management Committee, Provincial Health and Health committee, and large provincial enterprise groups are the recommending departments.
2.The central universities, scientific research institutes, hospitals, and other scientific research institutions in Shaanxi and the province shall submit directly (in the fields of medicine and health, the provincial health commission shall recommend submission). The remaining units are recommended by local recommendation departments in accordance with the territorial principle.
3.The scientific research institutes and subsidiaries of Shaanxi Kekong Group are recommended for application by Shaanxi Kekong Group.
Each recommending unit shall recommend within the scope of its own functions and business, and shall be responsible for the authenticity of the recommended projects.
(2) Instructions for budget application
For details on the support quota for various bet365 and technology plans, please refer to the application guide of the specific plan.When applying for a project, you only need to fill in the total investment and the amount of government funding applied for (The shortfall in the actual funding amount shall be made up by the project undertaking unit itself），No need to fill in detailed budget form(Only for projects approved, fill in the budget form when signing the contract).
(3) Other instructions
1.Key international scientific and technological cooperation projects must rely on international scientific and technological cooperation bases and talent introduction demonstration bases.
Key projects in basic natural bet365 research must rely on key laboratories at or above the provincial level (only key laboratories can rely on, and other types of bases cannot be relied upon to apply for key projects in basic natural bet365 research).
The scientific and technological innovation team must be established based on the existing scientific and technological innovation platforms at or above the provincial level such as key laboratories, engineering technology research centers, clinical medical research centers, "four subjects and one alliance" new R&D platform, and international scientific and technological cooperation bases.

2.Major application-oriented, market-oriented plans with clear industrialization goals shall be submitted by enterprises in the lead, encourages industry-university-research collaboration and multidisciplinary interdisciplinary research.
3.Unicorn companies, gazelle companies, and military supporting companies are encouraged to apply for provincial bet365 and technology plan projects and will receive priority support under the same conditions.
4.Project leaders with deputy senior titles or above must register as experts before declaring the project, expert registration is open all year round through the Shaanxi Provincial bet365 and Technology Business Comprehensive Service Information System. (Expert registration requires uploading senior professional title certification materials. If you do not have a professional title certificate, you can print professional title certification materials through the school’s self-service printing system.)
5.Major key projects do not have a novelty check report attached. Before the project is confirmed, an agency entrusted by the Provincial Department of bet365 and Technology will conduct a unified inspection of novelty and duplication.
6.Encourage high-level scientific research units and teams from outside the province, Hong Kong, Macao and Taiwan to apply for planned projects.
